2025 m. spalio 16–17 dienomis Rygoje (Latvija) įvyko trijų Baltijos šalių – Lietuvos, Latvijos ir Estijos – kultūros centrų asociacijų forumas. Tai pirmasis vykdomo projekto „Kultūros galia“ (angl. The Power of Culture), įgyvendinamo gavus tinklų finansavimą iš Šiaurės ir Baltijos šalių kultūros mobilumo programos (angl. Nordic-Baltic Mobility Programme for Culture), susitikimas, kuriame dalyvavo po 15 kultūros bendruomenės narių iš šalių partnerių. Pagrindinis susitikimo tikslas – patvirtinti Baltijos kultūros centrų asociacijų tinklo (angl. Baltic Network of Cultural Centre Associations, BNCCA) įstatus ir taip įtvirtinti naujo kultūrinio bendradarbiavimo etapo pradžią. Šis etapas atveria platesnes galimybes Baltijos šalių kūrėjams ir kultūros darbuotojams veikti kartu, formuoti dialogą ir siekti bendrų kultūros politikos tikslų. Forumo metu dalyviams taip pat buvo organizuota meninė programa bei pažintis su kultūros ir socialinių veiklų vystymo objektais.
Projekto iniciatorius ir administratorius – Lietuvos kultūros centrų asociacija, partneriai: Latvijos kultūros centrų asociacija ir Estijos kultūros centrų asociacija. Projektas įgyvendinamas gavus tinklų finansavimą iš Šiaurės ir Baltijos šalių kultūros mobilumo programos (angl. Nordic-Baltic Mobility Programme for Culture), kurią bendrai finansuoja Šiaurės ministrų taryba ir Baltijos šalių kultūros ministerijos.
Baltijos šalis jungia bendra istorija, kultūrinė patirtis ir iššūkiai, su kuriais susiduriame šiandienos pasaulyje. Kultūros centrai tai erdvės, kuriose telkiasi bendruomenės, kur formuojasi pilietiškumas ir kur gimsta kūrybinės idėjos. Tad, prasminga, kad trijų Baltijos šalių kultūros bendruomenės nariai rinkosi Rygos didžiojoje Mežaparko estradoje, pagrindinėje Dainų švenčių vyksmo vietoje.
Forumas prasidėjo sveikinimo kalbomis, kurias gyvai tarė Lietuvos kultūros centrų asociacijos prezidentas Romas Matulis, Latvijos kultūros centrų asociacijos valdybos pirmininkė Dace Jurka, nuotoliu susirinkusiuosius sveikino Latvijos Nacionalinio kultūros centro direktorė Signe Pujāte. Kalbantieji pabrėžė, kad šis istorinis susitikimas lemia, tai, kad nuo šiol Baltijos šalių kultūros centrų sektorius veiks kartu, sieks sutarimo dėl vieningos nuomonės Europos kultūros politikoje formavimo bei nacionaliniame lygmenyje.
Šiandienos informacinės visuomenės tėkmėje didelis dėmesys skiriamas dirbtinio intelekto galimybių pritaikymo kasdienėje veikloje. Tad, ir forumo imtyje neatsisakyta AI integravimo ir jo išbandymo sinchroniniame vertime. Taip pat, susirinkusiuosius su AI pritaikymo galimybėmis supažindino „Riga TechGirls“ generalinė direktorė ir valdybos pirmininkė Anna Andersone skaitydama paskaitą „Dirbtinis intelektas ir kultūros tinklai“.
Forumo metu vyko kiekvienos nacionalinės asociacijos (Latvija, Lietuva, Estija) pirmininkų ir / ar atstovų pristatymai, kuriuose buvo pateiktos šalių vidinio tinklo aprėptis, siekiai, vykdomos veiklos. Po pristatymo, forumo moderatorė Šiaurės Rygos kultūros asociacijos direktorė Liene Kubiļus, pakvietė trijų Baltijos šalių asociacijų atstovus – Lietuvos kultūros centrų asociacijos prezidentą R. Matulį, Latvijos kultūros centrų asociacijos valdybos pirmininkę D. Jurką, Estijos kultūros centrų asociacijos valdybos pirmininkę Ülle Välimäe – oficialiai pasirašyti BNCCA įstatus. Tad, oficialu, 2025 m. spalio 16 d. pasirašytas istorinis dokumentas – įstatai – atveriantis juridiškai pagrįstą šalių bendradarbiavimą. Nacionalinių asociacijų nariai balsavo ir patvirtino įstatų pasirašymo teisėtumą. Vadovaujantis įstatais rinkta BNCCA valdyba (9 nariai, po 3 iš kiekvienos šalies), kuri po balsavimo buvo patvirtinta. BNCCA valdyba 3 metų laikotarpiui išrinkta iš Estijos – Kaire Kannistu, Anni Sikk, Kristi Vals, iš Latvijos – Ēriks Laime-Babris, Liene Kubiļus, Krista Vīndedze, iš Lietuvos – Virginija Naudžiūtė, Renata Kalvaitė, Aistė Tuminaitė-Orlauskė. Taip pat, BNCCA valdyba išrinko pirmininkę, ja tapo – K. Vīndedze (Latvija). BNCCA gimimas, nuotoliniu būdu, buvo pasveikintas Europos kultūros centrų tinklo pirmininko Vittorio Bianco.
Atliepiant vykdomo projekto tikslus ir uždavinius forumo dalyviams kultūrinę programą pristatė Latvijos folkloro kolektyvas, taip pat, dalyviai lankėsi ir Latvijos kultūros centruose, šiuolaikinio meno centruose, kitose kultūros ir meno organizacijose siekdami aptarti praktinius veiklos aspektus.
Kiti partnerių susitikimai numatomi 2026 m. kovo mėn. Estijoje, balandžio mėn. Lietuvoje. Kiekvieno susitikimo metu bus bendraujama su vietos kultūros centrų atstovais, menininkais bei ekspertais, vystančiais projekto temą, bus tęsiamos diskusijos apie kultūros ir politikos sąveiką, kultūros poveikį pilietiškumui bei visuomenės atsparumui.
Projekto veiklos tęsis iki 2026 m. birželio 30 d.

BALTIC NETWORK OF CULTURAL CENTRE ASSOCIATIONS (BNCCA) BEGINS OPERATIONS
On 16–17 October 2025, a forum of cultural centre associations from the three Baltic countries – Lithuania, Latvia and Estonia – took place in Riga (Latvia). This was the first meeting of the ongoing project “The Power of Culture”, which has received network funding from the Nordic-Baltic Mobility Programme for Culture. The forum brought together 15 representatives of the cultural community from each partner country. The main goal of the meeting was to approve the statutes of the Baltic Network of Cultural Centre Associations (BNCCA) and thereby mark the beginning of a new stage of cultural cooperation. This initiative opens wider opportunities for creators and cultural workers from the Baltic states to work together, develop dialogue and pursue shared cultural policy goals. During the forum, participants also attended an artistic programme and were introduced to several cultural and social development initiatives in Riga.
The project was initiated and is administered by the Association of Lithuanian Cultural Centres, with partners including the Association of Latvian Cultural Centres and the Association of Estonian Cultural Centres. The project has received network funding from the Nordic-Baltic Mobility Programme for Culture, which supports cooperation among cultural professionals and institutions across the Nordic and Baltic region.
The Baltic States are united by a common history, cultural experience and challenges that we face in today’s world. Culture centres are spaces where communities gather, where citizenship is formed and creative ideas are born. Therefore, it is meaningful that members of the cultural communities of the three Baltic States gathered at Riga’s large Mežaparks stage, the main venue for the Song Festival.
The forum began with welcoming speeches, which were delivered live by Romas Matulis, President of the Association of Lithuanian Culture Centres, Dace Jurka, Chair of the Board of the Association of Latvian Culture Centres, and Signe Pujāte, Director of the Latvian National Culture Centre, who greeted those gathered remotely. The speakers emphasized that this historic meeting determines that from now on the sector of the Baltic culture centres will work together, seeking consensus on the formation of a unified opinion in European cultural policy and at the national level.
In the flow of today’s information society, great attention is paid to the application of the capabilities of artificial intelligence in everyday activities. Therefore, the forum did not abandon the integration of AI and its testing in simultaneous interpretation. Also, the participants were introduced to the possibilities of applying AI by Anna Andersone, CEO and Chairwoman of the Board of Riga TechGirls, giving a lecture on the topic „Artificial Intelligence and Cultural Networks“.
During the forum, presentations were made by the chairmen and/or representatives of each national association (Latvia, Lithuania, Estonia), which presented the scope of the internal network of the countries, their aspirations, and the activities carried out. After the presentation, the forum moderator, Liene Kubiļus, Director of the Culture Association of Northern Riga, invited representatives of the three Baltic associations – President of the Association of Lithuanian Culture Centres R. Matulis, Chair of the Board of the Association of Latvian Culture Centres D. Jurka, Chair of the Board of the Association of Estonian Culture Societies Ülle Välimäe – to officially sign the BNCCA statute. So, officially, on 16 October 2025, a historical document – the statute – was signed, opening legally based cooperation between the countries. Members of the national associations voted and approved the legality of signing the statute. In accordance with the statute, the BNCCA board (9 members, 3 from each country) was elected, which was approved after the vote. The BNCCA Board was elected for a 3-year term from Estonia: Kaire Kannistu, Anni Sikk, Kristi Vals, from Latvia: Ēriks Laime-Babris, Liene Kubiļus, Krista Vīndedze, from Lithuania: Virginija Naudžiūtė, Renata Kalvaitė, Aistė Tuminaitė-Orlauskė. The BNCCA Board also elected a chairperson, K. Vīndedze (Latvia). The birth of BNCCA was welcomed remotely by Vittorio Bianco, the chairman of the European Network of Cultural Centres.
In response to the goals and objectives of the ongoing project, the Latvian folklore collective presented a cultural program to the forum participants, and the participants also visited Latvian culture centres, contemporary art centres, and other cultural and art organizations in order to discuss practical aspects of the activities.
The next partner meetings are scheduled for March 2026 in Estonia and April in Lithuania. During each meeting, there will be communication with representatives of local culture centres, artists, and experts developing the project theme, and discussions will continue on the interaction of culture and politics, the impact of culture on citizenship, and the resilience of society.
The project activities will continue until 30 June 2026.
